First Release Candidate for November

Same as pre8 with fixes to band plan processing, including marking all bands for Australia as “any mode”.

Still having issues with RTTY coming up for non-US and VK (reported by @VK1AO on Discord). Maybe @ham2k/lib-operation-data needs a bump?
